As I see it's a very typical problem but I still haven't managed to solve it. I install the driver, update it from Leadtek website but problem still remains. IF I uninstall and reinstall the driver I can watch the cable TV. Once I reset the computer it gives me the same dull message "Cannot preview video stream". To use the card, I have to uninstall and reinstall the driver again just for one shot...
By the way I'm using the latest PVR software.
I have a P3 Board with Intel chipset.
512mb Ram
Ati 9600SE GFX Card.

I have updated every driver and Windows but the problem remains same.
I start thinking that this card will not work on my mainboard. The service replied me that any codec could be causing this problem, I have not tried this because it does not make sense to me. I have sent the card back and waiting for a refund, I think I'll go with Avermedia in the same price range.

I think I found the problem.. at least for me..
If you have a webcam.. uninstall it.. se what happens

actually it worked just for one session

I FOUND THE FIX !!!
it's a proccess called VM303_STI that belongs to the webcam and is starting with the operating system
for thoose who dont know how to stop it:
start menu -> run -> type "msconfig" (ok) -> goto Startup -> search for "VM303_STI" -> uncheck it -> ok -> restart -> all done
