I recently purchased a new computer consisting of:
PIII 3ghz, dual core
ATI Radeon XPRESS 200 display adapter (dated 8/22/2006)
Windows XP Media Center Edition
i've updated all drivers i could find including:
Catalyst 6.9 Windows XP Media Center Edition - Driver Download
Catalyst 6.9 Windows XP - Motherboard/IGP Drivers
ATI Multimedia Center 9.15
Windows XP Media Center Edition Encoder
I receive this error window when attempting to start TV:
Unable to start TV
The TV player failed to initialize
Check the Windows Device Manager to ensure that the correct
video driver has been installed and is working properly before
attempting to restart TV.
any suggestions?

Under device driver what does it specify under the sound, video and game controllers? and are their any yellow triangle icons there?

Nope it seems fine as you said, the only thing I can suggest is try a third party application such as beyondtv which supports your card according the website.

thanks for the suggestion. I downloaded the BeyondTV trial version, and during the configuration it recognized a conflict between my Tuner and XP Multimedia Center Edition.
if anyone has the same prob, this solved it:
Control Panel -> Administrative tools -> Services
right-click on Media Center Receiver Service and click Properties
change the 'Startup type" from Auto to Disable
