can anyone tell me if there is a way to solve this problem?

MCE (Media Center Edition)only supports cards with BDA drivers or hardware cards and your card is neither, try something like mediaportal. Unless you have a BDA card that uses the SAA1734 such as a DVB-T card.

so there is no way to get the Philips SAA713x TV Tuner working all fine with windows media center edition?

Not with the media part of it from my knowledge, you can use the manufacturers supplied application or a 3rd party application such as mediaportal.
